Hello, I am from Romania, here we have a tax for registering first time the autos and it depends on Emission klasse of the vehicle given by constructor. Non-Euro, Euro 1, Euro 2 and so forth. For example for a non-euro Scirocco 1.6 I would have to pay about 1300 EUR, but for an EURO 2 Scirocco 1.6 just 200 EUR.
Are there any EURO1 or EURO2 Sciroccos ? What engine code ?

Any Scirocco with engine code JH (8 valve) or PL (16 valve) is Euro 1 and can get an upgrade to Euro 2 with a new "D3"-catalysator here in Germany.
