Hi,
If 25mm (about 1 inch) whould be enough lowering, you can buy a set of springs @ autotech
http://www.autotech.com/catalog/springs.htm
Apart from that as just said, here in Europe, you got more than a handfull of choices of every kind, springs as well as complete suspention kits. Maybe you can contact a german dealer on ebay.de who offers payment by paypal.

As scirocco's relatives experiences, the best for Scirocco Mk 1 and 2 is Eibach lowering springs associated with Bilsteins... 2.5 cms lower (but some references for lower kits (shorter Bilstein shock absorbers ...)
Personnaly i have Ultimate lowering springs associated with yellow Koni shock absorbers...but i'm not convinced of this association: too tough on country roads...
Also, in my opinion, don't lower too much your car, maybe you won't appreciete driving it currently...
